It comes with only the window film - double sided tape is NOT included! Kit usually implies all items necessary to perform the task.

Maybe this is not as common a product in San Diego, but here in the Northeast it is pretty common and probably doesn't need a more extensive explanation. The shrink film comes with double-sided tape that adheres to both your window frame and to the film. You put the tape up then stick film to it then shrink it with heat (use a hair dryer). It insulates the window quite well and does not cause much damge to window (unless your paint is already peeling or old).

I haven't tried this brand but others have worked well.
